Student who are interested in finland

ফিনল্যাণ্ড এর নাগরিকত্ব পাবার ক্ষেত্রে আমাদের একটা সন্দেহ দূর করা প্রয়োজন যেটা আমাদের সবার মাঝেই কাজ করে যথাযথ কিছু সঠিক তথ্য না পাবার কারণে। আপনাকে মনে রাখতে হবে, ছাত্র হিসাবে ডিগ্রী শেষ করে কিংবা working residence permit বহনকারী ব্যাক্তি হিসাবে ফিনিশ নাগরিকত্ব পাবার ক্ষেত্রে আপনাকে নিম্নোক্ত দিকগুলো খেয়াল রাখতে হবে ,

১. আপনি যদি student হন তাহলে আপনার রেসিডেন্ট পার্মিট স্টেটাস হবে B যেটা আপনার Permanent কোনো কাজের মাধ্যমে A স্টেটাস রেসিডেন্ট পার্মিট এ পরিবর্তন করতে হবে (ডিগ্রী শেষ করেই সাপ্তাহিক ২০ ঘন্টা কাজেই এখন সম্ভব হচ্ছে, তাই অবস্যই ডিগ্রিত সম্মানের সাথে শেষ করুন )। আর যারা normally ওয়ার্কিং পার্মিট রেসিডেন্ট এ আছেন উনাদের স্টেটাস A status ক্যাটাগরিতেই। সেইখানে নাগরিকত্বের আবেদনের ক্ষেত্রে আপনাদের সবাইকেই উপযুক্ত সময়ের জন্যই অপেক্ষা করা বাঞ্চনীয় ।

২. ফিনল্যাণ্ড এর আমরা যারা আছি তারা A status কিংবা B status এই থাকি না কেন, আপনার ফিনল্যাণ্ড এ বসবাসের সকল প্রকার সময়ই নাগরিকত্ব পাবার ক্ষেত্রে Countable । এই ক্ষেত্রে বর্তমান আপডেটেড rules এ যেটা অনুসরণ করা হচ্ছে তা হলে B status ধারী ব্যাক্তিদের দ্বিগুন বছরকে A স্টেটাস এর সমসাময়িক এক বছর ধরা হবে । আপনি যদি স্টুডেন্ট B Status ধারী ব্যাক্তি হন তবে ফিনল্যাণ্ড আপনার অতিবাহিত ৪ বছর A status resident permit এর ২ বছর হিসাবেই ধরা হবে ।

৩. A স্টেটাস এর সমসাময়িক চার বছর যদি আপনি ফিনল্যাণ্ড এ থাকেন তবে নির্দ্বিধায় ফিনিশ নাগরিকত্বের জন্য আবেদন করতে পারবেন । এইক্ষেত্রে যেটার দরকার তা হলো

-- পর্যাপ্ত ভাষা দক্ষতার সনদ গ্রহণ (এই ক্ষেত্রে নিচের সংগৃহীত অংশটি পড়ুন )
-- যৌক্তিক Permanent অর্থনৈতিক সাপোর্ট (চাকরি, ব্যাবসা)

এইক্ষেত্রে অনেকেই মনে করেন ভাষার দক্ষতা পরীক্ষাটা কঠিন হতে পারে , কিন্তু এমনটা মোটেও নয়। বরং নিচের উল্লেখিত তিনটি সেট এর যেকোনো একটি সেট এ আপনি গড়ে ৩ পেলেই যোগ্যতার সাথেই পরীক্ষার সনদ আর সর্বশেষে নাগরিকত্ব পাবার ক্ষেত্রে যোগ্য হিসাবে বিবেচিত হবেন । ভাষার পরীক্ষাটা অনেকটা আমাদের দেশের IELTS এর মতই হয়, অনেক ক্ষেত্রে অধিকতর সহজ। আপনি একবার এই পরীক্ষায় প্রস্তুতিমূলক হিসাবে এমনি এমনি অংশগ্রহন করে দেখতে পারেন, যেটা আমি suggest করব ।

1. speaking and writing, or
2. listening comprehension and writing, or
3. reading comprehension and speaking.

Stay permit (non- Eu citizens outside Italy)

First issueing

Within 8 days from arrival, all non-Eu citizens who hold a study visa for Italy must apply for a stay permit for study purposes.
The stay permit is issued by the local police station (Questura - Ufficio Stranieri) but according to the most recent regulation application have now to be presented at authorized Post Offices.
Some offices (Patronati and City Halls) provide free help in filling in the stay permit application form.
When the form is ready you can present it at the Post Office using the available "kit".
The Post Officer will identify you; you will then have to pay € 27,50 (payed through postal money transfer - bollettino postale) for the issueing of the electronic version of the document and € 30,00 for the service (to be payed directly to the Post officer).
The Post office will leave you a receipt of the Stay permit application.
Afterwards you wil be summoned by the local police station (Questura) by SMS and letter in order first to take your fingerprints and then to receive the electronic version of your stay permit

  • enter the Portale Immigrazione web site; you will find general information on the procedure, the addresses of City Halls and Patronati who can assist you in filling the stay permit application form, the addresses of Post offices authorized to accept the above form, and information on the status of your request by entering a reserved area (username and password are in the receipt);
  • call the free toll number 800.309.309 for general information on the procedure and the addresses of City Halls and Patronati by SMS;
  • call the free toll number 803.160 for the addresses of Post offices authorized to accept the above form.
Anyway the stay permit is issued against presentation of:
  • proof of enough financial means to support yourself (go to Sustenance);
  • a document giving evidence of your right to medical care in Italy (go to Health Insurance).

Renewals

After matriculation, and at least 30 days before the expiration of their stay permits, all non-Eu students coming from abroad have to apply to the Questura for such permits to be extended for the whole year. On the occasion, each student must demonstrate to have the necessary financial resources to support herself/himself, a certificate of enrollement issued by an Italian H.Ed. institution, as well as to meet all the other requirements needed for the issuing of the stay permit.
Both study visa and stay permits are renewed to the students who have passed one exam in the first year of their degree programmes, and two exams at least in the following years for the earning of such a credit number as determined by the institutions.
The stay permit may be renewed also to a student who has passed only one exam against documentary evidence of a state of very poor health or of other serious reasons. All that without prejudice of the dispositions concerning the global number of possible renewals; in fact, stay permits cannot be issued for more than 3 years beyond the legal length of the degree course concerned (Art. 46, § 4 of the Presidential Decree No. 394 of 31st August 1999).

European Health insurance card

The new European Health Insurance Card, which is meant to replace such old paper forms as the E111 (for short stays) and E128 (for study periods), will grant all Eu and Eu-equated citizens access to immediate medical care, when necessary, under the same conditions as the nationals of the host country.
Before departure for Italy, you should request the Health Insurance Card from your local health authorities.


The European Health Insurance Card is being introduced gradually in the different Eu member states; so you may found out that the health authorities of your home country still issue an E128 under the previous medical care scheme; it will be accepted all the same.

Living in Italy

It is worthwhile to better know the country: Italy is not large but very rich in art treasures and beautiful landscapes. Even by very short travels, you may enjoy the opportunity to visit new interesting places.

Housing

 

Universities have a housing office or officer managing university accommodation, and can also provide information on renting student apartments, which are generally cheaper than the cost of accommodation on the private market.
Most universities in Italy do not have halls of residence.
Renting an apartment in cities and large towns will be more expensive and can range from 300 euros to 1000 euros a month, depending on the size and the area where you choose to stay.
Student accommodation will give you the option to rent a room rather than the whole apartment.
If you wish to make your own arrangements, housing for rent appears in local newspapers or you can go to a real estate agency.
These can be very helpful but they will charge a fee for finding the accommodation.
The minimum rent period is usually one year but furnished rooms in university towns are available for shorter periods.

Getting around

Public transport is usually cheap and efficient and is probably the best way to visit Italian cities, since parking, petrol and motorway tolls are quite expensive in Italy.
Generally speaking, it is usually more expensive to buy a single ticket, so it is worth your while finding out about the cost of weekly or monthly tickets for transport in your town.
Be aware that bus tickets are not sold on board and need to be purchased beforehand, usually at tobacconist's and newsstands.
All tickets must be stamped before boarding trains and underground trains or on board buses.

Bus:

All the major cities have extensive bus and tram networks but these can inevitably be slow during peak traffic hours when the towns become very congested.

Underground:

Rome, Naples and Milan have an underground network known as the Metropolitana. Rome has two lines and Milan has three lines. Naples has it also has funiculars and a commuter line.
The Metropolitana and the three Funicolari are a much faster form of travel especially at the busy times of the day.

Taxis:

Are widespread, especially in the large cities, and can be recognised by the neon sign on top.
Taxis are usually white or yellow. Fares are quite high and there are additional charges for luggage, pets, at night-time, and on public holidays.
Official taxis have taximeters which display the fare to be paid and will issue a receipt if required.
Tipping is not necessary but most people round up a euro or two.
Very few taxis accept credit cards in Italy.
Be aware of unofficial taxis that are often parked near airports and train stations.

Bicycles

Most Italian cities and towns have very intense traffic during working hours and bicycle lanes are practically non existent but buying a bicycle (new or second hand) is an option worth considering in smaller towns.
Italians do not cycle a lot in the large towns but cycling is nevertheless a major Italian sport and you will see many cyclists out on the roads enjoying the countryside at the weekends.

The website "Study in Italy" is a MIUR project, jointly carried out by the CIMEA of the Fondazione Rui and CINECA.

Why Italy?

Italy has played an important role in European higher education: it is one of the four countries that first engaged to create the so-called "European Area of Higher Education" (Sorbonne Declaration, May 1998), thus starting that type of higher education reform which, known as "Bologna Process" (Bologna Declaration, June 1999) is being implemented all over Europe.
Today Italy ranks among the 8 most industrialised countries in the world.
